Of policy there is a price incompatibility in the middle of a 3G iPad and a normal iPad but it is quite a gigantic incompatibility that not many population are willing to pay.

It does depend on what you plan to do with the iPad. If you plan to tour then the 3G is obviously great because you can connect to the internet anywhere but if you are only planning on using it at home to surf the internet, watch movies etc then a normal iPad is better. I would propose getting a top of the range router if you want to use your iPad nearby the house because it makes a big difference. Also many hotels have Wi-Fi now so if you were reasoning of using your iPad on holiday and plan you should get a 3G iPad then you should bear that in mind. However if you tour on the train every day then 3G would be very useful. The 3G contract is also only a 30 day contract so you only have to pay for it when you think you are going to use it.
